In 2010, marijuana arrests occurred every 37 seconds. Moreover, on average a black person was 3.73 times more likely to be arrested for possession than a white person.
Amazingly, usage rates between both races were nearly identical. Interestingly, for populations of 30,000 or more with 2% of those being black, black citizens had a higher arrest rate compared to their white counterparts. (The War on Marijuana in Black and White ACLU, 2013).
